The top officials of the state administration feel that there is a well-planned conspiracy behind the communal clashes in Shivpur and Rishra of Howrah around the Ram Navami procession. Top bureaucrats believe that such incidents have been done to pave the way for central government intervention by creating unrest in the state.
After the Rishra incident, Nabanna directed the District Magistrate and the Superintendent of Police to conduct special vigilance in the minority inhabited areas on Sunday night. It has also been directed not to allow any religious and political processions.A top bureaucrat said on Sunday night, 'There is a deep conspiracy to create political unrest in the state ahead of the panchayat polls. Basically, two camps are trying to gain political advantage by spreading the poison of religion.
The aim of both the camps is the same, to give the central government an opportunity to deploy central forces on the pretext of the deterioration of law and order in the state before the panchayat polls.' According to sources, a report has also been sought from Chandannagar Police Commissioner Amit Javalgi on why the procession was started after the scheduled time in Rishara and why the deadline for the end of the procession was not adhered to.
Shivpur and Rishara, where riots occurred around Ram Navami processions, are known as mixed areas. The way the two groups pelted bricks at each other and set fire to property in both areas, top officials of the state administration are sure that this incident could not have happened without prior planning. The question has also been raised as to why the detectives of the district did not get the news of the unrest in advance.
